Charles Carter was the son of John Carter and Elizabeth Hill Carter of Shirley and Corotoman Plantations. He was the sister of Elizabeth Hill Carter Byrd (Mrs. William Byrd III), who owned another portrait of him.

The subject appears in a matching brown jacket and waistcoat with a black ribbon at his neck. H/e is turned three-quarters to his left. A hat is tucked under his left arm. He appears inside a panted oval frame.
